What is Waste Bureau?

Waste management or waste disposal includes the processes and actions required to manage waste from its inception to its final disposal.

The South African Department of Environmental Affairs (DEA), has announced a call on all relevant role players, who had previously registered with the now-liquidated Recycling and Economic Development Initiative of South Africa (REDISA), to lodge new registrations with the Waste Management Bureau (WMB).

This comes after the DEA Minister, Dr. Edna Molewa announced that the department’s (WMB), established in terms of Section 34A (1) of the National Environmental Management Act – Waste Act, 2008 (Act No. 59 of 2008), was taking over the duties of overseeing and managing the implementation of the Integrated Industry Waste Management Plans (IIWMPs) as well as the disbursement of revenue collected from waste management charges.

The WMB is also responsible for setting up and management of a database for all relevant role players in the waste industry, including the Waste Tyre Industry.

The following categories should register with the WMB:

  • Tyre Producers (Manufacturers and Importers) – DOWNLOAD FORM
  • Tyre Dealers – DOWNLOAD FORM
  • Processors of waste tires – DOWNLOAD FORM
  • Transporters of waste tires – DOWNLOAD FORM
  • Depot operators/owners for waste tires – DOWNLOAD FORM
  • Micro collectors (there will be additional communication through the South African Waste Pickers Association, SAWPA, and municipalities to assist micro-collectors to register).

Where do I register for waste management in South Africa?

In order to register your waste activity to the South African Waste Information System (SAWIS) manually, you are required to complete all sections of the form and forward the completed form to the National Department of Environmental Affairs as clearly provided for, in Annexure A of this Registration form.

Who needs a waste license in South Africa?

The licensing requirement is relevant to a variety of listed waste management activities including recycling, the storage of waste; treatment of waste; recovery, disposal of waste; and the construction or closure of associated infrastructure and facilities.

How long does a waste carrier’s license last?

3 years

When you register, you’ll be told whether your registration is ‘upper tier’ or ‘lower tier’. If you have an upper-tier registration, you must renew your registration every 3 years.

What is the law for waste management in South Africa?

The National Waste Management Strategy (NWMS) is a legislative requirement of the National Environmental Management: Waste Act, 2008 (Act No. 59 of 2008), the “Waste Act”.

The purpose of the NWMS is to achieve the objectives of the Waste Act. Organs of the state and affected persons are obliged to give effect to the NWMS.
